Why would someone follow the driver's tracks ahead of his/her vehicle when driving in the rain? The lead driver may clear out some of the water in the road, and water may undermine traction. Hopefully, all drivers have tires that are in good shape and adequate tread. Such things prove helpful when dealing with rainy road conditions.

Rainfall doesn't need to be heavy to create hazards. Light right might contribute to hydroplaning, and hydroplaning may lead to a crash. If a vehicle does hydroplane, braking or steering too hard might cause traction loss. Cruise control won't be helpful in rainy conditions, and it may create even further problems if hydroplaning starts.

The vehicle's defoggers need to work properly, and the windshield wipers have to be in good shape. Otherwise, safety becomes compromised.
